Funding higher education

Higher education in Wales is financed by a combination of funding provided by the Welsh Government via the Higher Education Funding Council for Wales (HEFCW), student fees, and private funding.

Since the marked increase in student fees starting in the academic year 2012/13, a higher proportion of higher education financing comes from student fees rather than grants from the Welsh Ministers via HEFCW.

The Welsh Ministers’ powers to intervene in the provision of higher education are deliberately limited but the Welsh Ministers can, via HEFCW, impose terms and conditions on funding provided to higher education institutions. If an institution fails to comply with these terms and conditions HEFCW may intervene and, if necessary, reduce or withdraw funding to the institution.
