Promoting social enterprises, co-operatives, user led services and the third sector

Section 16 of the Social Services and Well-being (Wales) Act 2014 places a duty on local authorities to promote the development of social enterprises and co-operative organisations or arrangements in their areas to provide care and support and preventative services. It also places a duty on local authorities to promote the involvement of persons for whom care and support or preventative services are to be provided in the design and running of that provision and the availability of care and support and preventative services from third sector organisations (whether or not they are social enterprises or co-operative organisations).
