Recognition of the likely implications of climate change has led the UK Government and the Welsh Government to use a range of legal and policy tools to address the global issue of the adverse effects of greenhouse gas emissions. The UK Climate Change Programme, designed to reduce greenhouse gas emissions, is based on a number of measures including licence based regulatory controls and a range of economic instruments including the climate change levy and the national emissions trading scheme. This area is heavily regulated by European Union law.
