Carbon capture and storage technology aims to prevent carbon dioxide emissions from entering the atmosphere, by capturing it at source and transporting it to a storage site such as a geological formation (including under the seabed).

In the UK, using or exploring (with a view to using) a “controlled place” to store carbon dioxide requires a licence. The licensing authority in respect of activities within a “Welsh controlled place” (onshore) is the Welsh Ministers. The procedure governing the circumstances in which licences are issued is set out in UK secondary legislation.
