Transport

Responsibility for looking after highways and many aspects of transport in Wales is shared between the Welsh Ministers and local authorities. For example, the Welsh Ministers are the highways authority and traffic authority for major roads in Wales, whereas local authorities perform these roles for smaller local roads.

The Welsh Ministers devise the Wales Transport Strategy to ensure an integrated approach when developing proposals for road, rail and public transport. The Welsh Ministers also regulate the Blue Badge scheme for disabled persons.

Although Senedd Cymru has powers to pass laws in relation to both highways and transport, there are a large number of regulatory areas in which it cannot pass laws. For example, aviation, maritime transport and rail are not generally devolved subjects.
