Carers Strategies (Wales) Measure 2010
The Carers Strategies (Wales) Measure 2010 (‘the Measure’) became law in September 2010 but was subsequently repealed by section 279 of the Social Services and Well-being (Wales) Act 2014 (Consequential Amendments) Regulations 2016.
The Carers Strategies (Wales) Measure 2010 placed a requirement on the NHS and local authorities in Wales to work in partnership to prepare, publish and implement a joint strategy in relation to carers. The Welsh Government’s intention was that this Measure would fill the gaps in service provision by providing a new statutory framework. In particular, the Measure made provisions to ensure that:
- carers had the right information at the right time to support them in their caring role; and that
- statutory agencies properly engaged with carers as partners in the provision of care, involving them at all levels in the assessment, delivery and evaluation of care arrangements.

Coming into force
The Measure came into force in accordance with provision made by the Welsh Ministers by order.

Consideration of the legislation by the Senedd
The Measure was introduced on 25 January 2010 by Gwenda Thomas AM, who was the Deputy Minister for Social Services at the time. The Measure was passed by Senedd Cymru (known then as the National Assembly for Wales) on 21 September 2010.

The Measure received Royal Approval on 10 November 2010.
