Children and Families (Wales) Measure 2010
The Children and Families (Wales) Measure 2010 (‘the Measure’) makes provision about:
- contributing to the eradication of child poverty;
- placing a duty on local authorities to secure sufficient play opportunities for children;
- arrangements for participation of children in local authority decisions that might affect them;
- child minding and day care for children;
- establishing integrated family support teams and boards;
- improving standards in social work for children and persons who care for them;
- assessing the needs of children where their parents need community care services or have health conditions that affect the needs of the children.
The Explanatory Notes to the Measure provide detailed commentary on the various provisions.
Coming into force
Sections 1 to 3 and 74 to 76 came into force at the end of the two-month period following Royal Approval (in other words on 10 April 2010), in accordance with section 75(1).
Paragraphs 19 to 20 of Schedule 1 came into force on 10 February 2010, which was the day the Measure received Royal Approval, in accordance with section 75(2).
The remaining provisions of the Measure come into force in accordance with provision made by the Welsh Ministers by order, in accordance with section 75(3).

Consideration of the legislation by the Senedd
The Measure was introduced on 2 March 2009 by Brian Gibbons AM, who was the Minister for Social Justice and Local Government at the time. The Measure was passed by Senedd Cymru (known then as the National Assembly for Wales) on 10 November 2009.

The Measure received Royal Approval on 10 February 2010.
