Development plans

The plan-led system means that there is a presumption in favour of development that accords with an LPA’s development plan and a presumption against development that does not.

Development plans remain effective until they are revoked or replaced.

If an LPA proposes not to refuse planning permission for development which would conflict with its development plan it is required in certain circumstances to notify the relevant application to the Welsh Ministers, to allow them to consider whether they wish to exercise their powers of call in.

The age of the development plan and its consistency with national and local planning policy are important factors in determining the weight that should be given to it.
