Housing (Wales) Measure 2011
The Housing (Wales) Measure 2011 (‘the Measure’) makes provision with the aim of supporting the more effective delivery of affordable housing in Wales. The Measure contains two broad elements:
- allows a local housing authority to apply to the Welsh Ministers to suspend the right to buy, the preserved right to buy and the right to acquire held by tenants of a social housing provider in Wales. The rights could be suspended in respect of the whole or part of the authority’s area, initially for a period of up to 5 years and the authority may apply for an extension to that period.
- to provide the Welsh Ministers with enhanced regulatory and intervention powers concerning the provision of housing by Registered Social Landlords.

Coming into force
Part 3 of the Measure came into force at the end of the two-month period beginning on the day on the Measure received Royal Approval (in other words on 10 July 2011) in accordance with section 90(1).
The other provisions of the Measure came into force in accordance with provision made by the Welsh Ministers by order, in accordance with section 90(2).

Consideration of the legislation by the Senedd
The Measure was introduced on 22 November 2010 by Jocelyn Davies AM, Deputy Minister for Housing at the time. The Measure was passed by Senedd Cymru (known then as the National Assembly for Wales) on 22 March 2011.
