Common frameworks 

Common frameworks are intergovernmental agreements intended to set out how the UK and devolved governments will work together in areas which were previously governed by EU law, but which rest within areas of devolved competence. 

The Welsh Government is committed to the programme of common frameworks as model for intergovernmental working which respects the devolution settlements. In particular, they have been viewed by the devolved governments as the most appropriate mechanism for securing a well-functioning UK domestic internal market.
