Part IV of the Environmental Protection Act 1990 creates the offence of leaving litter, and a duty to keep highways etc. clear of litter. 

The Act created a number of powers of local authorities, including the power to issue litter clearing notices, and street litter control notices. 

These provisions will, in due course, be repealed by the Antisocial Behaviour, Crime and Policing Act 2014, when relevant provisions are brought into force. For the time being, however, Part IV of the Environmental Protection Act 1990 contains the main law relating to litter in Wales.
