Legislation (Procedure, Publication and Repeals) (Wales) Act 2025
The purpose of the Legislation (Procedure, Publication and Repeals) (Wales) Act 2025 (‘the 2025 Act’) is to:
(a) bring together and formalise:
i. the procedural arrangements for making Welsh subordinate legislation; and
ii. the requirements for publishing Acts of Senedd Cymru and Welsh statutory instruments, and other subordinate legislation that is not made by statutory instrument;
(b) improve the accessibility of Welsh law by:
i. repealing, amending and otherwise disapplying in relation to Wales provisions and enactments that are no longer of practical utility or benefit;
ii. making minor amendments to the Legislation (Wales) Act 2019.
The Explanatory Notes to the 2025 Act provide detailed commentary on the various provisions.
Coming into force
Section 9 makes provision for the coming into force of the 2025 Act.
Sections 9 and 10 came into force on 11 July 2025 (the day after the 2025 Act received Royal Assent).
Sections 2, 4 and 7 together with Schedules 1 and 2 come into force on 10 September 2025.
The remaining provisions of the 2025 Act will come into force on a day appointed by the Welsh Ministers, in an order made by statutory instrument.

Consideration of the legislation by the Senedd
The Bill was introduced to the Senedd on 21 October 2024 by Julie James MS, Counsel General and Minister for Delivery. It was passed by the Senedd on 20 May 2025 and received Royal Assent on 10 July 2025.

An Explanatory Memorandum was originally prepared for consideration by the Senedd alongside the Bill. This has now been revised and updated to reflect the final form of the 2025 Act.
